What does "hang" actually mean in football jargon? 89' WIDE! McArthur hangs a cross into the right-inside channel for Benteke, but the Belgian's strike travels across the face of goal and wide.`

There are different ways to describe a cross or a centre and to hang a cross means to give some height to the ball when crossing so that the defenders/keeper cannot reach it. I think it also has the meaning of 'float' as the ball usually is not only hit high but also not very hard.
We might also hear the phrase 'to stand the ball up' which is another way of saying to chip or to hang a cross (into the box).
