power home is a verb and does need need after. To power home means to score with a powerful shot. In the sentence above it modifies the noun volley. It could be rephrased as scored with a great volley.
Shrug off means to escape a tackle, usually by physically pushing past the opponent. The attention of refers to the defenders pressure (or attention).
