What is the meaning of the phrases "touch off" and get on his bike" in this sentence?

- To touch off means to pass the ball softly - usually with one touch. We can also use the phrase 'cushion' the ball. https://languagecaster.com/community/postid/386/

- To get on their bike means to run really quickly - to move away from the defender quickly.
